Governance

Australia has three tiers of Government; Federal, State and Local Government.  Federal governance includes such functions as defence, immigration, economic development and trade, taxation, some aspects of transport (national highway) & some social services.  State government generally manage education, policing, public health, social welfare, community housing, environmental protection, employment, state development, emergency services and some aspects of transport (such as the state road network, rail, etc.).  Local Government is not recognised in the nation’s constitution and owes its existence to State Government legislation (Local Government Act 1993) and therefore its role, functions and boundaries are very much subject to the discretion of the State Government of the day.

Some of Local Government’s primary functions include:

  • Provision of community infrastructure such as local roads, water supply, sewerage disposal, waste management, parks and recreational facilities and community and cultural facilities such as libraries, community centres, museums, etc.
  • Community planning functions including town planning, building control, local law control and some environmental protection responsibilities.
  • Community service functions including cultural, sporting and recreational development, and some devolved aspects of public health.

Elected Council Representatives

Calliope Shire is represented by a Mayor and nine Councillors who are democratically elected by Shire residents every four years.  Council meets every three weeks and has a number of specific purpose Committees to oversee some functions of Council.  These Committees report to full Council. 

Workforce

Council has a permanent workforce of 120, with approximately 65 staff involved in outdoor work constructing and maintaining Council’s infrastructure and services such as roads, water supply, sewerage systems, parks and waste disposal operations.  Some services are contracted out to the private sector (i.e. garbage collection, park & roadside mowing, etc).  Additional temporary staff are engaged for major capital works projects as required.  55 staff are involved in the management and administration of Council.  Council’s Chief Executive Officer is Mr Graeme Kanofski who manages the organisation, with the support of six Department Directors/Senior Managers, in conjunction with the elected Council representatives.  View Council's Organisational Chart (pdf).
